UCOP to reinstate position control process Sept. 30

UCOP is establishing a position control process that will go into effect Sept. 30, 2013, for all staff appointments.

The process will apply to all requests to temporarily or permanently fill a new position or refill an existing position including contractors. Hiring decisions will require approval by the department and division head as well as Executive Vice President Nathan Brostrom before positions can be posted for recruitment.

The decision reinstates the “post and fill approval” process that was put in place after the 2008–09 restructuring to ensure the efficient management of staff levels. That procedure was suspended in 2011 in an effort to streamline business processes.

“Reinstating the position control process will allow us to better track hiring and monitor costs so that UCOP administration operates at optimal efficiency,” Brostrom said. “We have a responsibility to the UC campuses, medical centers and other locations to manage our staffing levels so the bulk of our resources can be directed toward the university’s primary missions of teaching, research and public service.”

Brostrom said recent organizational reviews have revealed that while career appointments have remained relatively flat, temporary and contract appointments have risen steadily over the last five years. Only part of that increase can be attributed to UCPath, P200 and other major initiatives.

Some units also employ staff whose work overlaps with UCOP operations units, which were centralized to perform specialized services. The position control process will ensure that all of UCOP uses the operations units efficiently, Brostrom added.

Positions will be evaluated to be sure they align with the mission of the division and UC Office of the President and whether the job overlaps with UCOP operations units. The availability of budget and office space to support the position will also be assessed. Position control will apply to all OP departments and divisions, including the Officers of the Regents and the Division of Agriculture and Natural Resources.

The Transaction Approval Management System (TAMS), previously used in 2009–11 at UCOP, will be reinstated to record and manage position requests. Training sessions for TAMS users will be held on Sept. 23, 25, 26 and 27 and Oct. 1 through 4.
