Revised UC layoff policy now in effect
UC’s revised layoff policy, which clarifies that performance is one of the key factors in deciding employee layoffs or reductions in time, is in effect as of Nov. 1 and available, along with frequently asked questions, on the At Your Service website.
Staff Policy 60, the Policy on Layoff and Reduction in Time from Professional and Support Staff Career Positions, was reviewed by managers and senior leaders at all UC campuses and Lawrence Berkeley Lab, and a 30-day employee comment period was held in August.
The policy, which applies to professional and support staff in career positions, continues to allow managers to take seniority into account but clarifies that performance and skills should also be carefully considered in determining layoffs or reductions in time.
It also includes the following revisions:
- UC locations must offer severance pay to employees subject to indefinite layoff or reduction in time, or they may choose to offer the option to elect rights to recall and preference for reemployment in lieu of severance pay.
- Periods of temporary layoff or reduction in time need not be adjacent but cannot exceed a total of four cumulative months in a calendar year.
- Criteria used to determine order of layoff must include relevant skills, knowledge and abilities, documented performance and length of service.
- Employees with priority for retention may waive their seniority in order to be designated for layoff.
- Time on leave with or without pay will not be counted as qualifying service for the purpose of completing a trial employment period.
UCOP and some other UC locations are still in the process of developing specific procedures for administering the policy.
