Share your feedback on proposed changes to PPSM-30 and PPSM-2

Dear colleagues,

The UC Office of the President invites your feedback on proposed revisions to two UC Personnel Policies for Staff Members (PPSM), which are applicable to policy-covered employees in the Professional & Support Staff (PSS), Managers & Senior Professionals (MSP), and Senior Management Group (SMG) personnel groups.

The review of PPSM-2 (Definition of Terms) and PPSM-30 (Compensation) was initiated primarily to remove outdated information, provide clarifications, update policy language to better match current practice, and communicate information more intuitively — such as moving explanatory tables from the appendix into the policy language.

Substantive updates include:

  • Adding and defining “downward movement” — lowering an employee’s pay to address that employee’s voluntary acceptance of a position with lower pay. This provides a distinction between this concept and “demotion,” which involves lowering pay per corrective action. (Section II)
  • Removing the requirement for exception approval in the rare occasion that an employee receives a salary increase upon downward movement. (Section III.B.3.b)
  • Reducing the requirement for stipends from at least 30 days to at least 20 days. (Section III.B.8)
  • Adding a six-month time limit for the use of earned comp time. (Section III.D.5)
