How is UC Legal approaching artificial intelligence, and what does an in‑house legal career look like at the University of California?

On Friday, Feb. 27, from 1 to 2 p.m. (PT), UC Legal invites UCOP colleagues to a virtual panel discussion examining the diverse career paths within UC Legal, the department’s use of artificial intelligence and how UC Legal supports the university’s mission and prepares for the future of legal work in a complex public institution.

All UCOP colleagues are encouraged to attend — especially those who work closely with UC Legal and anyone interested in the impact of AI on legal services at UC.

What to expect

The session will open with remarks from Charlie Robinson, UC general counsel, senior vice president of Legal Affairs and OPSA executive sponsor, who will discuss the evolving role of legal teams at UC and the importance of continuous learning and professional development.

UC Legal attorneys Angus Macdonald, Hillary Kalay and Junna Ro; paralegal Natasha Williams; and legal operations professional Patrick Roach will share their career journeys and outline their current roles, including how the department collaborates with campuses, medical centers and other stakeholders to support innovation while managing risk responsibly.

The UC Legal team will discuss how legal practice is adapting as AI becomes increasingly relevant across higher education and the legal profession, as well as UC Legal’s systemwide approach to AI, including internal use of emerging tools and guidance provided to UC clients on AI‑related risk, compliance, and governance.

Charlie Robinson
General Counsel & Senior Vice President – Legal Affairs
General Counsel and Senior Vice President of Legal Affairs Charles F. Robinson began his tenure at UC in 2007. As the university’s chief legal officer, he advises the Board of Regents, president and senior leadership across the university’s 10 campuses, six medical centers and Lawrence Berkeley National Laboratory.

Before joining UC, Charie was vice president, general counsel and corporate secretary for the California Independent System Operator Corporation, California’s wholesale electric transmission operator, based in Folsom, CA. Prior to that, he served as assistant general counsel for Packard Bell in Sacramento, division counsel for the Raychem Corporation in Menlo Park and as a litigation partner at Heller Ehrman White and McAuliffe in San Francisco. He holds a B.A. from Harvard University and a J.D. from Yale University.

Angus MacDonald
Deputy General Counsel — Business, Transactions and Innovation
Angus MacDonald joined UC Legal’s Oakland office in 2013. His legal practice primarily focuses on copyright and trademark matters; as deputy general counsel, he also manages a team of lawyers focused on a broad range of legal areas throughout the university. Angus is a member of several AI-related committees within and outside of UC, including the systemwide UC AI Council. He is also chair of the California Lawyers Association Copyright Interest Group.

Before joining UC Legal, Angus worked in-house at several Silicon Valley technology companies, including as general counsel for a digital music service. He was also a partner at an international law firm based in San Francisco. Angus obtained his undergraduate degree in 1996 from UC San Diego and his law degree in 2000 from UC Davis.

Hillary Kalay
HAPDP Managing Counsel
Hillary Noll Kalay joined UC Legal in 2016 and advises on clinical research, data initiatives, U.S. and international privacy laws, health care compliance and AI. She also supports UC Health procurement.

Prior to joining UC Legal, Hillary served as research policy manager for the UC Research Policy Analysis and Coordination unit, developing university policy on clinical research and negotiating and advising campuses on clinical research agreements. Before joining the university, she practiced intellectual property litigation at the law firms of Sonnenschein, Nath & Rosenthal (now Dentons) and DLA Piper.

Junna Ro
Managing Counsel, Strategic Legal Initiatives
Junna Ro joined UC Legal in 2023 and serves as managing counsel, Strategic Legal Initiatives, where she promotes UC’s mission by advancing critical strategies to increase the impact and effectiveness of UC Legal. Her portfolio includes driving execution of the UC Legal Strategic Plan through impact and metrics reporting, operational risk mitigation programs and amplifying the team’s inclusive culture.

Junna serves on the boards of CalNonprofits Insurance Services and Taproot, and is a member of the advisory council of the Asian Pacific Fund. She is a member of Leadership California (2018 CIT cohort), the Council of Korean Americans, National Asian Pacific American Bar Association, Asian American Bar Association, Bay Area Asian American General Counsel Network, HiPower and the Women’s General Counsel Network.

Prior to UC, Junna was general counsel and head of people at Metromile, vice president and chief ethics and compliance officer for AAA (CSAA Insurance Group) and corporate counsel for Symantec and VERITAS Software. She has a JD from Santa Clara University School of Law, and a BA in Political Science from UCLA.

Natasha Williams
Paralegal, Trusts and Estates
Natasha Williams joined UC Legal in 2013 and is a paralegal for the Trusts and Estates team. In this role, she handles trust and estate administration for gifts to UC Berkeley and UC Davis, and directs the processing and handling of legacy gift distribution checks.

Patrick Roach
Senior Legal Operations Analyst, Legal Business, Operations & Technology
Patrick Roach joined UC Legal in 2019 as a legal operations analyst on the Legal Operations team. He conducts advanced business analysis of UC Legal systems and workflows to identify opportunities to streamline and improve operational efficiency. He also provides systems support, working closely with UC Legal staff at all levels to ensure they have the tools they need to perform their work.

Prior to joining UC Legal, Patrick worked at the UCOP Technology Transfer office and the Human Resources department as a business analyst, where he provided systems analysis and support for UC’s patent-tracking and retirement/pension systems. He has extensive experience in systems evaluation, business workflow analysis, project management and user support.
