Salary increase to be reflected in July 31 paychecks

The 2013–14 salary increase for non-represented staff announced June 5 will be a 3 percent across-the-board increase that UCOP employees will see reflected in their July 31 paychecks.

“The budget cuts of the last several years have created many challenges and sacrifices, and I want to thank you, the staff of UCOP, for your continued dedication to the university,” said EVP for Business Operations Nathan Brostrom.

The increase is intended to acknowledge that non-represented UC staff have received just one increase in five years, Brostrom said, and to partially offset employees’ increased retirement and health benefit costs. The systemwide salary program, which includes a 2 percent increase for faculty, was approved by the UC Regents last November.

UCOP employees in regular career appointments are eligible for the increase with some exceptions (see below). Contract appointees are eligible on the same basis as career staff, unless excluded by terms of their contracts. Level two senior management group (SMG) members are also eligible, provided the increase does not put their salary above the 75th percentile of the applicable market reference zone.

The following employees are excluded and therefore ineligible for the salary increase:

  • Level one SMG members (i.e., president and direct reports to the president and Regents)
  • Exclusively represented employees
  • Limited appointments, including rehired retirees
  • TOPS employees
  • Casual restricted and student employees
  • Individuals with documented unsatisfactory performance being considered for suspension or termination
  • Employees who received an increase greater than 15 percent on or after July 1, 2012
  • Employees hired on or after Jan. 1, 2013, including transfers from other UC locations whose salary increased by more than 15 percent

Local HR will work with departments to confirm eligibility and identify possible exceptions.

Additional considerations:

  • Departments may not bank funds saved through exceptions to increase the salary raise for eligible employees.
  • Employees are eligible for the increase regardless of fund source, unless they are in an excluded category.
  • The program does not affect salary ranges put in place April 1, 2013, through the Career Tracks program.

    All TOPS employees should receive at least a yearly cost-of-living adjustment. TOPS employees pay taxes, have the same bills, transportation,gas and other cost-of-living expenses as career employees, plus TOPS employees are mandated to pay a monthly 7.5% retirement fee. It seems only fair that our livelihood should also be considered.
