Lieutenant Bill Spears of the BART Police Department

As part of UCOP’s continuing efforts to promote employee safety and well-being, the Community Safety Team is launching a new Safety Chat series – informal virtual discussions between UC employees and local community partners on a variety of safety topics that are relevant to our employees.

To kick off the series, Associate Director of Security Services Martin Ticas is hosting Lieutenant Bill Spears of the San Francisco Bay Area Rapid Transit District (BART) Police Department to talk about best practices and actions you can take to enhance your safety on BART while commuting to and from the office and at other times of day.

Lieutenant Spears will cover safety tips, commuter resources and how to contact BART Police if you need help. Following his presentation, staff will have an opportunity to ask questions.

About Lieutenant Bill Spears

Lt. Bill Spears is the Oakland area (Zone 1) commander for the BART Police Department. He has 30 years of law enforcement experience, and has dedicated himself to raising awareness about safety challenges and best practices to help people be safer in their daily lives. He is also passionate about mentoring upcoming professionals on securing the best overall outcome in any situation.

Lt. Spears has worked for municipal, county and transit agencies, where his experience has included investigations, operations, surveillance, management, instruction, logistics, risk management and mission planning. He has received numerous awards for his leadership and performance.

Lt. Spears served in the U.S. Army National Guard for 21 years. He earned his bachelor’s degree in criminology and his master’s degree in public administration from Kaplan University, and is a graduate of the Sherman Block Leadership Institute Class 460.

In his leisure time, Lt. Spears likes to travel, attend concerts, ride his motorcycle and volunteer with the local Veterans of Foreign Wars (VFW).
