UC policies pertaining to free expression

The following message was sent to all UCOP employees on Monday, Sept. 30, 2024:

A message for the UCOP Community:

This message is to inform you about the University of California’s systemwide policies pertaining to free expression and expressive activities, such as protests, in compliance with statutory requirements established by California’s Budget Act of 2024 (SB 108).

These requirements align with UC’s values of free expression and our systemwide priorities for community safety and well-being. The University has a long tradition of honoring freedom of speech and the right to engage in nonviolent demonstrations and there are many avenues for doing this across our campuses and other locations. The University must also take action to protect our community from harassment or threats, impediments to access to classrooms and other buildings, and from violence of any kind. All members of the UC community must comply with UC, state, and federal policies and laws. The University is committed to informing you about these requirements and promoting consistency in how we respond to policy violations across the system.

It is important that you understand the rules, regulations, and resources available to you. You are encouraged to review the new Campus Climate web page for detailed information on policies, procedures, and resources related to freedom of expression and supporting a safe and inclusive environment for all members of our community.
