UCOP refreshes staff support program
The UCOP Safety and Risk Services teams recently updated the UCOP Behavioral Intervention Team (UCOP BIT), a workplace safety and harm-reduction program that leads our response when someone experiences or is made aware of concerning behaviors within the workplace.
This multidisciplinary collaboration of UCOP experts includes colleagues from UCOP Security, Risk, Human Resources, UC Legal, Communications, the Faculty and Staff Assistance Program, and the UCSF Police Department. It is cochaired by Program Manager of Risk, Security and Resilience Melissa Collins and Associate Director of Security Services Martin Ticas.
What types of incidents does the UCOP BIT handle?
The team provides guidance on any situation that involves disruptive or concerning behavior in the workplace, including potential, perceived or actual threats of violence. This includes:
- Concern for an individual’s health or well-being
- Concerning or threatening behavior
- Suicidal ideation
- Harm to self or others
- Substance use/abuse
How can I reach the UCOP BIT?
Begin by completing the online referral form. (If you do not have a Google account, or prefer not to sign in, you can opt to use guest mode.)
Note: If there is an urgent or immediate threat, call 9-1-1.
Who can contact the UCOP BIT?
Any staff member with a concern can contact the team directly. You do not need prior approval from your manager or supervisor to get in touch.
What happens after a report is filed?
Martin and Melissa will evaluate the situation to determine whether any action is needed to support the safety of the employee in question and other colleagues. They may contact the person who reported the concern to request additional details and context. Once they understand the scope of the situation, they will consult with the full UCOP BIT and other departments, as needed, to create a plan that addresses the concern.
How do I know if my concern merits a report and/or investigation?
If you feel uncomfortable about an employee-behavior-related issue, Martin and Melissa will be happy to discuss it with you to determine whether any action is needed. Using the online referral form or contacting Martin and Melissa doesn’t automatically launch an investigation, and it’s OK to reach out if you have questions.
Will my UCOP BIT report be anonymous?
While we strive to maintain privacy when possible, we cannot guarantee confidentiality. The information you provide may be shared with others while we assess and work to resolve the situation.

What additional resources are available to support staff around mental health and workplace concerns?
UCOP Ombuds Office
A confidential, safe place to voice and clarify workplace concerns, understand conflict situations and find effective ways to respond. Services include individual consultations and two- or multi-party mediation.
Faculty and Staff Assistance Program (FSAP) and Employee Assistance Program (EAP)
FSAP (for employees based in Oakland, Sacramento and Washington, D.C.) and EAP (for UCPath employees) offer free, confidential individual counseling and referral resources to help you manage depression, anxiety, and other emotional struggles; grief and loss; relationship challenges; parenting and dependent care concerns; addiction and more.
Behavioral health benefits from UC’s medical plans
UC’s medical coverage includes behavioral health benefits for mental health services and substance abuse treatment. Members can use their benefits for sessions with counselors, psychologists or psychiatrists to address challenges like depression and anxiety, substance use disorders, medication management, and autism and pervasive developmental disorders. All UC health plans offer phone and/or video options for behavioral health advice and care.
