Cheryl Lloyd named UC’s vice president for Systemwide Human Resources

I am very pleased to announce that following a national search, Cheryl Lloyd has accepted our offer to be UC’s next vice president for Systemwide Human Resources. Cheryl’s first day in this role will be Aug. 1, 2021.
For the past two years, Cheryl has been serving as the interim vice president for Systemwide Human Resources, in addition to her role as UC’s chief risk officer. During this time, Cheryl has been called upon to address an unusually high volume of critical operational and policy issues, amplified by the coronavirus pandemic. Throughout this extraordinarily challenging time, Cheryl built on her strong relationships with senior administrative and academic leaders across the university and demonstrated exceptional leadership, operational expertise and a strong commitment to serving faculty, staff and retirees, along with campus, medical center and Berkeley Lab colleagues. Notably, Cheryl also prioritized connecting with and listening to staff in the Systemwide Human Resources organization at UCOP.
As chief risk officer, Cheryl oversaw all aspects of UC’s Enterprise Risk Management program, including managing employment liability and workers’ compensation, reducing the overall cost of risk, implementing systemwide safety and loss mitigation programs, improving claims management systems and developing risk-financing strategies. She also oversaw the university’s Environment, Health and Safety programs (EH&S), business continuity programs, Student Health Insurance Program, and emergency management, travel and risk-security programs. She developed UC Care, the university’s self-insured employee health plan, which was transferred to UC Health in 2016 as part of an internal reorganization. She also founded and has served as president of Fiat Lux, the University’s wholly-owned captive insurance company.
In light of Cheryl’s appointment, Deputy Chief Risk Officer Kevin Confetti will assume Cheryl’s Risk Services responsibilities and serve as interim head of the department.
Recently, I formed an advisory committee, chaired by Executive Vice President and Chief Financial Officer Nathan Brostrom and assisted by a third-party consultant, to assess the Systemwide Human Resources organization with the goal of reimagining the organization in order to best serve the university’s future needs. The president and I have accepted those recommendations, and we have full confidence that Cheryl will successfully lead that implementation as vice president.
