Announcement from UC Operations: Bringing together UC’s services for faculty, staff and retirees

UC Executive Vice President and Chief Operating Officer Rachael Nava sent the following message to all UCOP staff on Wednesday, Sept. 10, 2025:

Dear Colleagues,

I am writing to share an important update about the future of our shared services organizations at UCOP.

Over the past several years, UCPath and the Retirement Administration Service Center (RASC) have worked tirelessly to support our faculty, staff, and retirees. Both have made significant contributions, and together, they have built strong foundations for how we serve the UC community. At the same time, we have heard from our members that the experience can sometimes feel fragmented — two “doors” instead of one.

To more effectively serve our active and retired employees, we are aligning UCPath and RASC under a new shared services business unit in UC Operations. UC leadership reached this decision with care and a focus on UC’s long-term needs. This transition, which will be effective Oct. 1, 2025, is about positioning us for the future through:

  • Efficiency and collaboration: With one combined organization, we can align resources, build on best practices, leverage common technologies, and create more opportunities for collaboration and partnership.
  • Leadership expertise and alignment: By bringing together our expertise under one leadership structure, we are better equipped to serve and support UC.
  • Seamless experience: Our goal is to make it easier for UC members to get the help they need from hire to retire. Aligning active employee and retiree shared services will give us better visibility into the member journey.
  • Better tools, shared systems: Integration will create future opportunities to consider common technology platforms, which would enable stronger connections and more consistent service.

I am thrilled to share that Calvin Turner, executive director of UCPath, has accepted the role of interim vice president of Systemwide Shared Services to lead this new organization, reporting directly to me. Calvin brings deep experience in UC Operations and shared services, with a proven track record of leading complex initiatives and building collaborative teams. Prior to joining UCOP, Calvin served as the director of the National Finance Center, the premier shared services provider to more than 650,000 federal government employees.

Over the coming months, Calvin will engage leaders and staff across UCPath, RASC, and UCOP to develop a roadmap for integration of the new Systemwide Shared Services organization. During this period, UCPath and RASC will continue to operate as usual. Calvin will serve in dual roles — as interim vice president of the new shared services unit and as executive director of UCPath — until an acting replacement for UCPath is in place, no later than Dec. 1, 2025. Executive Director Bill Perez will continue to lead RASC and will report to Calvin in this structure. In parallel, we will begin the search for a new vice president of Systemwide Human Resources to succeed Cheryl Lloyd following her retirement.

I want to thank every member of the UCPath and RASC teams for their continued commitment and contributions. This realignment into a combined shared services team builds upon their hard work and positions us to be ready for the future — especially in a time of economic uncertainty, shifting federal policies, and increasing demands on UC. By coming together, we will be more efficient, effective, and agile in how we deliver services. Most importantly, we will create a more connected, seamless, and supportive experience for UC’s faculty, staff, and retirees.
